The opportunity

The City of Tustin is at a turning point in the evolution of Tustin Legacy, a 1,500-acre redevelopment of the former Marine Corps Air Station. With over 500 acres of city-owned land still available, City leaders saw a need to reengage the community, revisit the original vision, and ensure the project reflects today’s values, market realities, and priorities.

JPW Communications is leading a transparent, inclusive outreach process with a strategy focused on early education, authentic input and broad community participation.

The approach

Each tactic is designed hear from as many voice as possible.

  • Workshop with 150+ residents

  • Three pop-up events at popular community gatherings

  • 40+ vision submissions

  • 20+ 1:1 interviews

  • Presentations to community organizations

  • Online survey (266 responses)

  • Project brand with monthly emails, social reels and emails

The reward

Though in its early outreach phase, the project is seeing strong momentum:

  • 94% of public inquiries have been positive or neutral

  • 49 total inquiries and 324 points of contact to date

  • Noticeable shift in public sentiment—from concern to curiosity and optimism

Community members are shaping the future of Tustin Legacy. City leaders have a flexible engagement framework, and a clear signal that the community is ready to co-create the next chapter.
